vCPU vs Dedicated cpu

So I am looking at 2 differnt VPS plans.

Plan A offer 4 VIRTUAL cpu cores. So they are shared by other vps's on the server.
Plan B offers 1 dedicated cpu core, that only I would be using.

So my question is, which one is better in terms of performance and reliability?

I should note that BOTH plans are from the same provider (ram node)
